UAE Regulatory Framework
Confined space safety in the UAE is governed by multiple regulatory bodies. In Abu Dhabi, the Occupational Safety and Health Administration (OSHAD) is the primary authority. In Dubai, the Dubai Municipality and occupational health & safety authorities regulate requirements.
Key Requirements
Risk Assessment
Complete hazard assessment before each entry, including atmospheric and physical hazards.
Work Permit
Confined space work permit signed by the competent supervisor.
Rescue Equipment
EN795-certified rescue tripod with winch and fall protection system must be on standby.
Rescue Team
A trained and equipped rescue team must be on-site for the duration of entry.
International Standards Adopted in UAE
The UAE adopts the following international standards for confined space safety:
- EN795:2012 — Personal fall protection anchor devices
- OSHA 1910.146 — Permit-required confined space entry (reference)
- BS 8437 — Code of practice for work at height
- ISO 16024 — Rescue and retrieval devices
